Under general direction of an administrative superior, manages the operations and administration of the Environmental Services Program, Grounds Maintenance Program and Solid Waste program, including the collection and disposal of solid waste (garbage) and contract oversight, the collection and disposal of garbage, such as commingled, bulky and recyclable collection, processing of household hazardous waste, and recycling incentives and education programs. The incumbent performs administrative and supervisory work in the collection, disposition and disposal of solid waste throughout the city. This position is also responsible for the administration of recycling, brush & hard junk (commingled), city-wide tree trimming program, city-wide irrigation program, and city-wide landscape maintenance program. The incumbent assists in the preparation and administration of the division's annual budget; monitors and enforces contractual obligations of permitted independent collection companies in the municipality. The incumbent also develops and manages a variety of contracts and analyses of bid specifications, grant proposals and conducts Solid Waste fee and rate studies, analyses and recommendations. Work is performed with considerable latitude in decision making, and is reviewed through conferences and written reports for results obtained.
Bachelor's Degree from an accredited college or university in business administration or management, environmental management or closely related field.
Three (3) years of progressive experience in public works, including solid waste management, plus some supervisory experience; or an equivalent combination of training and experience.
Master's Degree from an accredited college or university in business administration or management, environmental management or closely related field
Five (5) years of progressive experience in public works, including solid waste management, plus some supervisory experience; or an equivalent combination of training and experience.
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
