Researches rules and regulations of grant programs, reviews all grant expenditures, budgets, and contracts to ensure fiscal and program compliance for District grants received from all federal, state, local agencies, and private foundations.
Works with various departments, such as the Business and Finance Office and Human Resources to develop grant specific procedures within other departments.
Works with grant coordinators, grant writers, principals, Office of School Leadership staff, and other stakeholders in preparing line item budgets and approving budgets to be submitted with grant applications.
Reviews and approves the final financial reports for all grant programs.
Reviews and approves all grant reimbursement requests and other requests for funds.
Reviews and analyzes budgets on an ongoing basis to identify trends of over budget and under budget situations, communicating with senior management to revise the plans to prevent over expenditures (costs to general fund) and / or under expenditures (lost funds).
Prepares, posts, and reviews journal entries and budget transfers for all grant programs.
Prepares the grant funded portion of the annual WCSD budget and NRS 387 report.
Reviews and approves the allocations of state funded class size reduction programs.
Prepares schedules, cost analysis, projections, and reports as needed.
Works with external auditors to coordinate Single Audit requirements as regulated by the OMB Uniform Guidance.
Prepares grant financial and compliance sections of the District’s Comprehensive Annual Financial Report, to include the Balance Sheet, the Statement of Revenues, Expenditures and Changes in Funds Balance, the Schedule of Expenditures of Federal Awards (SEFA), and reviews and ensures timely submission of the Data Collections Form.
Analyzes, plans, and organizes fiscal management issues for areas and departments in which WCSD is the fiscal agent.
Oversees and provides District-wide training on grants management covering procedures specific to grants training on using accounting software systems such as the internal Business Plus software, NV DOE’s online grants management software program “ePAGE”, other agencies’ grants management software programs, general budgeting, salary and benefit projections, indirect cost procedures, and other management issues.
Maintains understanding of direct and indirect costs as related to federal awards is required to successfully calculate and submit the annual indirect cost rate application.
Directly supervises and performs the evaluations of the Grant Accountants and Program Services Technician. Indirectly supervises other technicians, secretaries, and assistants that perform grant accounting and clerical duties.
Develops and maintains written grant procedures.
Gathers and analyzes data in order to present procedural recommendations to other departments and various District managers for quality assurance and the operational efficiency of grant transactions.
Oversees the coordination with the Office of Information Technology to establish each grant’s hierarchy of expenditure authorization.
Oversees the position budgeting and allocations for grants.
Works as the post-award lead contact with representatives from federal, state, and local granting agencies.
Performs other duties as assigned.
Education/Experience: Any combination of education/experience that could likely provide the required knowledge in qualifying. A typical way to obtain the knowledge and skills would be:
Education: Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in accounting or business administration.
Experience: Two (2) years of professional experience in accounting, auditing, payroll and budgeting, which should include supervisory or administrative capacity; however, five (5) years of experiences is preferred. Experience in a governmental organization and experience with grants is desirable.
