Span of Responsibility: The Assistant Superintendent for Finance and Administrative Services will provide oversight to the following:

General Statement of Duties:
Provides leadership, supervision and guidance regarding the financial and administrative functions of BOCES and to the non-instructional programs and services of BOCES. Assists the District Superintendent in the general operations of the BOCES.
I. Proactive Systemic Leadership
Ensures the application of a transparent and accurate BOCES budget development process.
Assists the District Superintendent in the interpretation and administration of New York State Education Department (NYSED) cooperative service agreements.
Assists with policy and is involved in labor relations as it relates to areas of responsibility.
Establishes effective linkages between various divisions of BOCES, component district contacts, and regional and state resources.
Analyzes data, reports findings and makes recommendations to the District Superintendent and local districts regarding the need for modification, improvement of existing services and the initiation of innovative services throughout the GST region.
Ensures continuous support to local districts necessary to implement statutory and regulatory requirements and Federal and State mandates and initiatives in assigned supervisory areas.
Oversees and assures the proper and timely submission of BOCES’ reports, regarding his/her supervisory areas, to the State Education Department.
Supervises, supports and evaluates administrators and staff in non-instructional programs according to the organizational chart.
Oversees preparation of finance Board agenda.
Provides assistance to and serves as BOCES representative on the cooperative Worker’s Compensation Plan Board.
Identifies potential areas of improvement, establishes priorities, implements solutions and evaluates results.
II. Other/support to the Office of the District Superintendent
Attends meetings of the Board of Education and Superintendents’ Advisory Council.
Performs other duties that may be assigned by the District Superintendent.
Works closely with Superintendents of Schools from the component school districts.
Assists the District Superintendent in advocacy efforts on current regional needs.
Valid NYS Administrator Certification: School District Administrator (SDA), School Business Administrator (SBA), School District Leader (SDL) or School District Business Leader (SDBL) certification required; prior success leading all or part of a BOCES or school district’s financial operations and non-instructional services.
The candidate should have a solid understanding of applicable provisions of the Education Law, regulations of the Comptroller and the Education Department, including but not limited to those pertaining to BOCES and school district funding, BOCES and school district business management, vendor and community partnerships, contract and labor relations, BOCES CoSers, school district regulations and reform initiatives.
