Rutgers, The State University of New Jersey, is seeking an Associate Dean for Finance and Administration/CFO. As a senior executive for the School of Public Health (SPH) this role serves as the chief operations, financial and administrative officer responsible for devising and executing the financial strategy for the School and providing leadership over administrative activities such as Facilities management and Information Technology while working closely with the Dean and school leadership, and in collaboration with RBHS and University leaders, to assure effective administrative and financial strategy and planning across the School’s mission areas of education and research and across various campuses and off-campus locations. The Associate Dean for Finance and Administration serves as a member of the Dean’s Senior Management (Cabinet) Team, a member of the Dean's Leadership team, and as a member of the RBHS senior business officers.
Oversees the School's major infrastructure planning including facilities planning and construction projects, staffing and financials.
Oversees SPH financial planning, operations, budgets, and information technology.
Presents SPH financial and operational issues to senior University leaders.
Develops strategies and maintains operations for a variety of administrative facilities management, space allocation, and related services, Information Technology, purchasing and procurement, contracts, and risk management.
Provides direct supervision of Office of Business and Finance, Office of Information Technology, and Administration/Facilities Management staff. Provides indirect supervision of the Pre Award Grants Manager.
Plans, schedules and directs the work of the Office of Business and Finance to ensure the maximum and the most effective use of available resources.
Provides primary support to the Dean, and oversees implementation of financial policies for the Dean, RBHS, and Rutgers University.
Provides counsel to the SPH Executive Team. Participates in the program development process, advises and supports the senior leadership in areas of planning budgets and administration.
Oversees the activities related to fiscal aspects of pre and post awards grant management.
Works with the department chairs in establishing program needs and priorities based upon available resources.
Develops, recommends and implements, with the Deans approval, an appropriate internal financial system with procedures to ensure that funds are properly utilized.
Leads annual budget process and variance reporting for the School.
Oversees the preparation revision and maintenance of expenses, revenue budget and all other related reports and schedules as required by RBHS Finance Office in compliance with state regulations.
Prepares the yearly State Capital Budget Request.
Reviews analyses of activities, cost operations and forecast data to determine progress toward the School’s and the RBHS stated goals and objectives.
Calculates and processes all faculty and staff increments.
Oversees calculation of student fees and other educational expenses for each academic year.
Reviews relevant disbursement documents to ensure their fiscal appropriateness.
Performs other duties as assigned.
Minimum Education and Experience:
Master’s Degree in Business Administration, Finance or Public Administration or a related field.
Minimum of eight (8) years progressively more responsible management, accounting, and financial experience in a University or non-profit organization.
Minimum of four (4) years in grants and contracts administration, preferably in a managerial capacity.
Required Knowledge, Skills, and Abilities:
Ability to read, and analyze financial reports and legal documents.
Ability to respond to common inquiries or complaints from the state, general public, regulatory agencies, and members of the University community, staff and faculty.
Ability to effectively present information to top management, public groups, and/or boards of directors.
Ability to define problems, collect data, establish facts and draw valid conclusions.
Outstanding human relations and leadership skills and the ability to function in a team environment.
Knowledge of how to accomplish superior performance in a unionized environment.
Valid driver’s license for travel between University campuses is required.
