Under general supervision, plans, directs, and monitors the contracted operations and maintenance of the landscape and irrigation systems along the town-wide roads and collector streets, and the landscape and irrigation systems at village and neighborhood entries, roadsides, esplanades, medians, boulevards and other grounds, collectively known as “Streetscape”.
Responsible for the contract management and administration of the Streetscape Maintenance Services Contract, including billings and accounting, scheduling of work and the coordination between contractors, counties, contract partners and stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. (Other duties may be assigned.)
Plan, organize and supervise the streetscape maintenance program including daily supervision of contractors, quality control, adherence to standards and scheduling.
Accountable for the operational and financial performance of the streetscape contract and budget.
Develop and implement appropriate seasonal and annual work plans.
Develop and solicit bids, manage and administer billings, invoices, purchase orders and inventories.
Develop working relationships with contractor(s), contract partners, and counties and ensure the relationships are mutually constructive and problem free.
Observe and enforce safety precautions and safety rules and regulations; require safe working procedures by contractors and subordinates; maintain work areas in a clean, safe and orderly condition; operate maintenance equipment as required. Participate in emergency response activities.
Develop reports for senior management and board of directors.
Inspect and analyze work methods and procedures, levels of productivity and maintenance standards and institute improvements for greater efficiency, economy, and quality; insure adherence to contract standards and schedules; maintain records and make reports. Maximize contractor performance and minimize financial and operational risk.
This position is to be included in the on-call rotation for the Parks and Recreation Department.
Participate in emergency response teams.
Safety sensitive position subject to the Random Drug Screen Policy.
Must meet and maintain the requirements of the driver safety policy.
Employee may be required to work special events on nights, weekends or holidays.
EDUCATION and/or EXPERIENCE
Bachelor's degree in Landscape Architecture, Arboricultural, Turfgrass Science, Forestry, Horticulture, Agribusiness or related field
Plus seven years of related experience and/or training including two years in a supervisory role. Or an equivalent combination of education and experience.
Registered Landscape Architect, Texas Licensed Irrigator, Certified Sports Turf Manager, Certified Arborist, Texas Certified Nursery Professional or Texas Certified Landscape Professional preferred.
