Reporting to the Associate Director of International Consulting and Operations (ICO) and working as part of a team with other members of Global Support Services, the Senior International Program Consultant will partner with clients (Harvard Schools, departments, and projects) to enable academic entrepreneurship while mitigating the risks inherent in international operations. Build and promote lasting change in clients' behavior and outlook through creative problem solving and development of flexible business processes that address multiple competing objectives and allow for country and project differences within a consistent policy framework. This involves strong research and analytical skills in order to identify and assess various options and approaches to extremely complex global operations challenges, as well as excellent communication and relationship management to gain buy-in for novel solutions. The Senior Consultant will interpret policies and advise clients on processes related to international business operations, adjusting as needed for country-specific regulations and expectations, at all times maintaining high quality customer service. The Senior Consultant will develop and maintain excellent working relationships with a wide range of stakeholders in Schools, programs, and the Central Administration, and with external partners. As the leading edge of a series of change management initiatives in the global operations space, the Senior Consultant will have a significant impact on the success of the University's global strategy as well as individual projects within his/her portfolio of Schools.
Working with the GSS team, create and implement an outreach plan to ensure that departments across the University are familiar with GSS services. Regularly track progress toward outreach goals.
Assist the Associate Director of IC&O with developing a comprehensive strategy for the IC&O team.
Work with school administration to collect and track data on the University's international activities. Regularly update the international activity census database throughout the year.
Track and document the steps involved in case resolution to ensure excellent customer service and support knowledge sharing.
Collaborate with the GSS Senior Communications Officer to develop collateral and implement communication plans.
Develop and maintain general familiarity with Harvard Global finances and HR processes, including the ability to discuss broadly Harvard Global's processes and procedures with clients, stakeholders, and the larger Harvard community. Harvard Global is our separate but affiliated legal entity that serves as our operational support mechanism for selected research centers and projects abroad.
Apply general knowledge of grants administration, program management, and in-county programs to support clients and work as a team with projects, proposals, and initiatives.
Advising and Consulting
Obtain advice as needed from various Harvard offices such as the Office of the General Counsel, Office of the Controller, Office for Sponsored Programs, Harvard Human Resources, Risk Management and Audit Services, and others, as well as outside counsel, and other internal and external consultants. Create research strategies and routinely identify new resources to address unusual or first-time inquiries about operational pathways and country regulations and customs.
Provide guidance to clients and serve as subject-matter expert on a wide range of global operations matters including: accounting, asset management, cash management, payables and receivables, compensation and benefits (expatriates and local hires), payroll, contracts, import and export controls, information technology, insurance, procurement, registrations, risk management and compliance, sponsored research, tax (personal and corporate), vendor management, and immigration.
Participate in initiatives to improve the planning and risk management of client programs in particular areas, e.g. hiring, budgeting, and financial operations. Lead outreach and promotion of these initiatives by obtaining buy-in and partnerships with Schools' leadership, faculty, and administrators.
Based on client needs and due diligence research, develop project- and country-specific recommendations and risk assessments for international operations to guide client decisions regarding the administration of projects abroad. Collaborate with clients in complex problem solving in order to accomplish programmatic goals abroad.
Monitor for trends across the University in order to help shape priorities for new service development.
Proactively share current information such as safety and security updates or new foreign laws and regulations with clients based on prior inquiries and projects.
Draft and edit guidelines, templates, and research guides to be used in global operations and, in concert with the Associate Director of ICO and other GSS team members, execute communication strategies to ensure awareness and utilization across the University.
Conduct training and presentations for clients and other groups.
Support the opening of country offices and advising faculty on operations in country.
Work closely with the International Project Administrator on operations and tracking key issues.
Manage a portfolio of entities and ensure local compliance.
Oversee client meetings and work as a team to solve in-country challenges.
Represent GSS on committees and working groups.
Manage assigned projects, which may include policy development, business process redesigns, program implementations, RFPs, or others.
Develop, maintain, and improve process maps, instructions, and forms.
Participate in outreach and communication plans for assigned GSS initiatives.
Create reports and briefings for the GSS team members and others.
Cross-train and back up other GSS staff.

Bachelor's degree and at least seven years' progressively responsible administrative experience, with at least one year in a function similar to an International Senior Consultant. Thorough knowledge of international operations challenges and solutions in at least one functional area (e.g. HR, finance, field operations).
International travel is required, typically one trip every 2-6 months.
Master's degree preferred. Experience with sponsored programs and/or international human resources strongly preferred. Excellent written and oral communications skills and attention to detail. Demonstrated organizational skills and ability to track multiple time-sensitive projects simultaneously. Experience in international project administration required. Experience in higher education or an international non-governmental organization required. Demonstrated ability to establish and meet project goals with limited direction. Experience evaluating and improving business processes and related communications. Ability to balance multiple priorities in a fast-paced environment. Customer service or consulting experience a plus. Ability to work collaboratively and flexibly with all kinds of people. Must handle confidential and personal information with discretion. Foreign language proficiency a plus.
