Under the general direction of the Superintendent, serves as the chief educational officer of the district to plan, organize, and direct all district education and student support programs, pre-school through adult school. ESSENTIAL DUTIES: Assist the Superintendent in directing the administration and coordination of the District's education and student services programs. Enhance the program of public relations by serving as the educational leader responsible for the interpretation of programs, philosophy, and policies of the District staff, students, and community-at-large. Oversee all aspects of the TK-12 instructional program including developing, implementing, evaluating, and revising the District’s instructional programs. Administer District policies as well as local, state, and federal regulations as they apply to the instructional program. Supervise and coordinate district-wide testing and assessment programs; evaluate formative and summative assessment data in planning for the improvement of the District's curriculum and the achievement of the District's students. Formulate a plan to implement innovative curricular programs that will improve instruction in conjunction with supervisory staff, principals, and teachers. Oversee the collaborative writing, editing, and revising of the District’s LCAP and School Plans for Student Achievement; coordinate and direct staff in the preparation of data for metrics in the plans; develop action steps for plan goals. Conduct, with the elementary and secondary administrators, regular meetings designed to enhance educational effectiveness and communication with all stakeholders of the District's instructional program. Keep informed as to the operation of the instructional programs in all schools for the purpose of evaluating the instructional programs and for improving instructional practices through conference, demonstration, and other supervisory techniques. Keep informed as to the day-to-day operations of the schools for the purpose of evaluating the adherence to the legal rights and responsibilities of staff, students, and families. Evaluate, monitor, and provide recommendations to the Superintendent regarding all matters pertaining to student enrollment numbers and projections, compulsory attendance, residency, guardianship, open enrollment, and intra- and inter- district transfers. Play a significant leadership role in fostering professional growth and building of staff morale throughout the District. Coordinate, plan, and direct in-service and professional development programs for staff designed to meet specific identified needs of schools, programs, or job functions. Plan and supervise programs for grade-level and subject matter articulation and curriculum coordination (K-l 2). Directly supervise and evaluate Educational Services’ staff and the programs and services for which they are responsible including Special Education, Instructional Services, Student Services, and federal and state programs. Supervise state and federal categorical programs, Local Control Funding Formula, and supplemental grant funds; develop and manage annually the District’s categorical budgets as they relate to instructional programs, including assuring compliance with federal and state funded programs. Prepare drafts of needed Board policies and administrative rules for Superintendent's approval or submission to the Board of Education. Serve as a member of the Superintendent’s Cabinet; review Board agenda items; prepare and review materials and reports for the Board. Provide general supervision and guidance of elementary and secondary administrative and certificated personnel. Supervise and coordinate the activities of the Educational Services Department.
