Manage and provide oversight of the operation and maintenance of the cityts water distribution, streets and sewer, and wastewater collections systems. Maintain all related safety standards.
MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be an Associate's Degree in Public Works Management, OR equivalent education and experience in public works leadership, management and/or related courses, AND 7 years related experience, AND a minimum of 4 years experience in a manager or supervisory capacity. (Credit for up to 2 years’ experience for equivalent time of education at college, trade, or technical school in a related subject.)
KNOWLEDGE: Knowledge of equipment, material and procedures used in street maintenance and repair, building maintenance, principles of supervision, computer software, and budgetary practices. Knowledge of occupational hazard and effective/proper safety standards, practices and procedures related to equipment operation, heavy labor, pesticide application, and the use of hand and power tools and equipment. Knowledge of municipal finance/budgeting and procurement. Familiarity with the operations, materials, methods, techniques, and federal and state guidelines used in the maintenance of streets.
SKILLS: Skill in the use of personal computers, various related software programs, standard office equipment, heavy equipment, and power tools. Strong communication skills, both oral and written, with individuals and groups. Time management and organization skills. Demonstrated skill in effectively leading and developing teams.
Excellent interpersonal skills. Skill in dealing with a variety of personalities, both internally and externally. Facilitator and conflict resolution skills. Strong analytical and problem-solving skills allowing thorough consideration of all aspects associated with work.
ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the general public. Ability to write work reports, maintain records and logs, and read and interpret technical manuals, work orders, blueprints, diagrams, and sketches. Ability to operate heavy equipment and hand/power tools used in public works operations. Ability to work independently. Ability to analyze operational situations objectively, and effectively respond to public works emergencies. Ability to evaluate the work of subordinates. Ability to develop strong business relationships with individuals serving as part of a project team, internal and external resources, customers, and the public. Demonstrated ability to use the following equipment, including safety precautions, proper operation, and required care and maintenance: jackhammer, air compressor, cut-off saw, pumps, weed eater, pressure washer, wood chipper, concrete saw, compactors, chain saw, front-end loader, dump truck, vacuum jetter truck/trailer, bucket truck, and excavator. Physical ability to perform the essential job functions.
Possession of a valid Oregon Driver's License at time of hire
Possession of a valid Oregon Class A commercial driver's license with N (tanker) endorsement within 3 months of hire
Forklift training within 6 months of hire
First Aid/CPR training within 6 months of hire
Work Zone Traffic Control (flagger) training within 6 months of hire
Confined Space training within 6 months of hire
Competent person training within 6 months of hire
Lock-Out-Tag-Out training within 6 months of hire
Occupational Noise Exposure training at time of hire
Attendance of a Street Maintenance class within 6 months of hire
Other certifications as required by position classification
While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 10 pounds, and occasionally lift or move materials up to 60 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required about 20% of the work period while operating such equipment as computers, keyboards, telephones, standard office equipment, maintenance equipment, and motorized vehicles. Physical exertion may be required to move heavy objects, crawl through tight spaces, and kneel in confined areas. Physical effort may be required to perform heavy manual labor in confined and cramped spaces and uncomfortable conditions, climb ladders, bend, reach, and stand for long periods of time.
WORKING CONDITIONS/WORK ENVIRONMENT
Work location is primarily outdoors, and may involve exposure to loud noise, dust, mud, uneven terrain, and varying and extreme weather conditions. The employee is exposed to the risk of physical harm from hazards found in the field environment. Subject to 24-hour call back for emergencies.
