The University of Missouri St. Louis is the university sponsor for seven charter schools in St. Louis. The Executive Director creates and directs all systems related to the compliance, support, and evaluation of those schools and the operation of those schools.
Advances and revises as appropriate the University's vision for charter school sponsorship; works with institutional leaders to determine the role of sponsorship in institutional strategic planning and goal-setting; develops a strategic plan for sponsorship aligned with University mission and goals that advances the University in its strategic directions. Manages all aspects of charter school sponsorship in coordination with the College of Education Dean.
Notifies UMSL and College of Education leadership regarding issues or concerns that might have direct implications for the institution, including its reputation.
Develops and monitors the sponsorship budget in coordination with the College of Education Fiscal Officer and Dean.
Develops and revises school and board annual accountability plans and requirements; regularly monitors and evaluates compliance with requirements; compiles, evaluates and reports on school and board compliance data; makes recommendations about whether to and how to intervene in board and/or school operations including decisions regarding charter suspension, revocation, and/or non-renewal.
Collaborates with the Department of Elementary and Secondary Education (DESE) in conjunction with UMSL's charter school oversight responsibilities.
Conducts compliance visits; directs the compilation of site visit reports and recommendations for sponsored school's leaders and board of directors.
Provides support for professional learning needs, financial oversight, human resource assistance, and other operations required to meet state and federal statutes.
Regularly attends and participates in charter school board meetings, retreats and other charter board and school faculty, staff and parent meetings as appropriate.
Collaborates with state and national sponsors/authorizers. Attends state meetings of public charter school sponsors.
Engages with other stakeholder organizations, including but not limited to the Missouri Charter Public School Association (MCPSA) and the Missouri Charter Public School Commission (MCPSC).
As appropriate, connects University faculty, staff, and students to each charter school to provide support.
Supervises an administrative assistant and consultants.
A Bachelor's degree or an equivalent combination of education and experience and at least 6 years of experience from which comparable knowledge and skills can be acquired is necessary

Has K-12 teaching and/or school leadership experience.

Has knowledge of and experience with education program assessment and evaluation processes.
Has experience with differentiating school support based on uniqueness of school and the urban community served.
Can develop, analyze, enact and provide insight into educational policy and policy development.
Has knowledge of federal and state laws governing public schools in general and charter schools in particular.
Can analyze and provide insight into political perspectives related to education policy in general and charter schools in particular at the state and national levels.
Has knowledge of public and private K-12 school funding sources and regulations, as well as school budgeting and financial management processes.
Has ability to gain and foster the respect and collaboration of University faculty and staff as well as charter school board members and employees.
Has ability to gain and foster the respect and collaboration of peers at other sponsoring institutions, officials in the State Department of Elementary and Secondary Education, members of the State Board of Education, and local and state legislators and community leaders.
Has the ability to prioritize and manage multiple projects simultaneously.
Can construct and monitor annual budgets and adjust them as necessary.
Can effectively manage office staff members and consultants.
